Markos Bolaris was born in Serres in 1958. He is a graduate of the Law School of Aristotle University of Thessaloniki with postgraduate studies in Public Administration at the Roosevelt University in Chicago, Illinois. He is married to Kyriaki Tzampatzidou and he is a father of four girls and two boys. He practiced law at the First Instance Court of Serres and the Court of Appeals of Thessaloniki from 1985 to 2004.

During his studies at the Aristotle University of Thessaloniki, he was the Vice-President of the Students Union of the Serres Prefecture and during his studies in Chicago was responsible for the Solidarity Sector of the Greek Students' Association. He served as President of the Regional Theater of Serres from 1991 to 1992 and President of the Public Central Library of Serres from 1993 to 1996. In 1986 and 1990 he served as Municipal Councillor of Serres and from 1990 to 1994, as a Deputy Mayor of Culture and Social Welfare. Vice-President of the Board of the Serres Special School for the Deaf from 1988 to 1990 and Vice President of the Board of the Local Union of Municipalities from 1990 to 1992. From 1994 to 1997 he served as a Prefectural Advisor of the elected Prefectural Administration of Serres. He was also, the founder of the Serres History Study and Research Society, in which he served as chairman until 2004.

He was elected as a Member of the Greek Parliament in the Serres Constituency, representing the PASOK political party in the national elections of 2004, 2007, 2009 and, May and June of 2012. From October 2009 to September 2010, he served as Deputy Minister of Economy, Competitiveness and Shipping, in the head office of Thessaloniki. He then led the Regional Governance Political Group "METOPO ANAPTIXIS" as a candidate Regional Governor of Central Macedonia. From June 2011 to May 2012, he served as Deputy Minister of Health and Social Solidarity with responsibilities concerning Social Welfare and Mental Health domain issues. In 2012 he was removed from the PASOK Parliamentary Group and co-founded the Parliamentary Group of Independent Democratic MPs, in which he participated from 2012 to 2014. In May 2014 he led the Independent Regional Governance Political Group “SYMMETECHO”, as a candidate Regional Governor of Central Macedonia.

Since September 2015, he is an elected Parliament Member by the A’ Thessaloniki Constituency, representing the Political Party of SYRIZA. During the period from September 2015 to November 2016, he served as Deputy Minister of Agricultrural Development and Food. Since August of 2018, he has been serving as Deputy Foreign Minister with the agenda of identification and practice of ecclesiastical / religious, cultural and climate / environmental diplomacy. He has been appointed as chairman of the Joint Interdisciplinary Committee of Experts (JICE) which aims to investigate historic, archaeological and educational matters, between Greece and FYROM.
