ROUNDTABLE DISCUSSION ON THE FUTURE OF DUAL USE TECH IN THE EU: GEOPOLITICAL CHALLENGES AND ECONOMIC OPPORTUNITIES
A roundtable discussion on the future of dual-use technology in the EU, with a special focus on geopolitical challenges and economic opportunities, was held on Thursday, 29 January, at the Permanent Representation of Greece to the EU.
The event was co-organized by the Greek Permanent Representation & the Hellenic Foundation for European & Foreign Policy (ELIAMEP) and brought together experts from academia, industry, EU institutions, and government to exchange views on the evolving threat landscape, technological sovereignty, dual-use innovation, and the EU’s strategic directions.
The discussion opened with a welcome address by Ambassador Ioannis Vrailas, Permanent Representative of Greece to the EU, and featured a keynote presentation by Georgios Giannopoulos, Acting Director at the European Commission’s Joint Research Centre (JRC). It was moderated by Elena Lazarou, Director General of ELIAMEP, while conclusions were delivered by Ambassador Efthymios Costopoulos, Deputy Permanent Representative of Greece to the EU.
The exchange aimed to clarify the strategic importance of dual-use technologies for Europe’s security, economy, and resilience, while exploring how geopolitical developments shape technological ecosystems, supply chains, and international cooperation. Particular emphasis was placed on showcasing EU capabilities and initiatives, the role of science, technology, and innovation, and the need to strengthen cooperation and networks across institutions and communities working on dual-use innovation.
