Greek Citizenship
Executive Summary
- Greek citizenship is primarily acquired by descent from a Greek parent.
- Individuals may establish eligibility through Greek ancestry (e.g. a grandparent/great grandparent), provided that the line of descent is properly documented.
- Greek citizenship is processed through the competent Consular Authorities within their territorial jurisdiction. It is governed by the Greek Nationality Code (Law No. 1438/1984) and subsequent legislation, primarily Law No. 3284/2004.
- Greek Consulates do not grant citizenship. Their role is to assess each case, provide guidance, verify supporting documentation, and transmit applications to the competent authorities in Greece. Final decisions are issued by the Greek Municipalities and the Greek Ministry of Interior.
Greek Citizenship Overview
Greek citizenship constitutes an inherent legal right of individuals born to at least one Greek parent. This right exists by operation of law; however, it is formally recognized by the Greek State only upon registration in the records of a Greek Municipality (Δημοτολόγιο). Such registration constitutes the legal basis for the recognition of citizenship and serves as official proof of Greek citizenship. A Greek birth certificate does not, in itself, constitute proof of municipal registration, nor does it necessarily establish that the individual has been registered in a Greek Municipality, since Greek citizenship is not acquired merely by virtue of birth in Greece. Accordingly, applicants claiming Greek citizenship through descent are generally required to submit proof that their parent (s) is/are registered in a Greek Municipality. Only in certain cases, where the claim is made through a grandparent or great-grandparent and direct municipal registration cannot be established, may alternative evidence of Greek origin be considered, such as registration in the Male Registry (Μητρώο Αρρένων), civil records, older Greek passports, or other official documents indicating that the ancestor was a Greek citizen. Such cases are examined individually by the competent authorities.
For individuals residing outside Greece, the process is initiated through the competent Greek Consular Authority, which serves as the primary point of contact for applicants outside Greece. The Consulate receives and reviews the application, provides guidance on the applicable legal procedure, verifies the supporting documentation, and forwards the complete file to the competent authorities in Greece. In certain cases, the Consulate may also conduct interviews or request supplementary documentation in support of the application. It should be emphasized, however, that the Consulate does not determine citizenship. The authority to recognize or confirm Greek citizenship lies exclusively with the competent Municipal Authorities and the Greek Ministry of Interior.
As there are multiple categories under which Greek citizenship may be recognized or acquired, it is essential that each case be assessed carefully in order to determine the correct legal basis and procedure. The Consulate carries out this initial assessment and, in order to do so effectively, must be provided with accurate and complete information regarding both the applicant and the applicant’s Greek ancestor. For this reason, applicants are strongly encouraged to conduct preliminary research and gather all relevant information before contacting the Consulate.
Finally, since the applicable category and jurisdiction may vary depending on the particular facts of each case, the first step should always be to contact the Greek Consulate with jurisdiction over the applicant’s place of residence.
For further guidance on citizenship procedures, applicants are invited to consult MITOS Main Page - National Registry of Administrative Public Services, the national registry of administrative public services.
