Deputy Minister of Foreign Affairs Harry Theoharis signs Bilateral Cooperation Agreement between Greece and the Republic of Moldova (Athens, 06.04.2026)

Deputy Minister of Foreign Affairs Harry Theoharis alongside the Deputy Prime Minister and Minister of Economic Development and Digitalization of Moldova, Eugeniu Osmochescu, signed today in Athens a Bilateral Cooperation Agreement between Greece and the Republic of Moldova.

On the Greek side, the Growthfund, through its Project Preparation Facility (PPF), will play a leading role in implementing the Agreement, providing technical support and transferring specialized know-how.

The Greece-Moldova Bilateral Cooperation Agreement establishes a comprehensive cooperation framework to promote institutional reforms and strengthen Moldova’s administrative capacity, with the overarching goal of accelerating its convergence with the European Union, a path Moldova has pursued in recent years.

The Greek experience is expected to be particularly valuable in enhancing Moldova’s efficiency—for example, in the effective use of European funds.

The Agreement is a natural continuation of the Memorandum of Understanding signed in 2025, which focused on supporting economic growth and public sector reforms in Moldova.  Accordingly, it will contribute decisively to Moldova’s European perspective and to the absorption of EU funds amounting to €1.9 billion.

The Agreement provides for the transfer of know-how and experience in the preparation and maturation of strategic projects and investments from the Growthfund’s Project Preparation Facility (PPF) to a new entity to be established in Moldova, following the successful PPF model.

Referring to the broader significance of the Bilateral Agreement, Deputy Minister Harry Theoharis stated: “Greece is actively practicing modern economic diplomacy with measurable results.  Through today’s Agreement, we are exporting expertise, strengthening institutions, and contributing tangibly to the development and European perspective of our partners, thereby confirming our country’s role as a reliable hub of cooperation and progress.”

The Agreement further reinforces bilateral relations between Greece and Moldova and highlights Greece’s active role in supporting reforms and development initiatives at the international level.

Deputy Prime Minister of Moldova Eugeniu Osmochescu said: “The Agreement represents an important milestone, demonstrating our shared commitment to implementing specific high-impact reforms within a short timeframe. It reflects strong and effective cooperation between Chisinau and Athens, based on trust, professionalism, and aligned priorities.  Most importantly, it provides a practical framework for translating progress into tangible results for citizens and the economy.  Its swift completion confirms Moldova’s ability to act decisively and deliver high-quality outcomes, a fact recognized by our European partners.  The next phase will involve fully operationalizing the Agreement and turning its provisions into measurable results, starting in 2026.”

Deputy CEO of the Growthfund Panagiotis Stamboulidis added: “The signing of today’s Agreement marks an important moment for the bilateral relations between Greece and Moldova and concretely demonstrates our support for the country’s European perspective. The Growthfund’s Project Preparation Facility (PPF) possesses proven expertise in preparing and implementing critical projects, as well as deep knowledge of European funding instruments. This experience will play a decisive role in the implementation of Moldova’s National Development Plan, advancing its path toward European integration and further strengthening bilateral cooperation.”
