What we need to focus on now is the future, a future that would obviously include Ukraine. And we need to have the consent of Ukraine.
But at this very moment, the most important thing is that we stop the hostilities. The war in Ukraine has been raging for three years. It is a long time. We need to secure an environment of peace, and the United States are taking a firm stance towards this aim, which we commend.
We would like to see an end to this war pursuant to international law, because we need to place emphasis on the maintenance of the international security architecture. And, of course, the day after, will give the opportunity for the considerations about reconstruction and about the security guarantees. I think there must be fair burden-sharing when it comes to security guarantees. Europe should also play a prominent role in this regard. And this is why Greece has firmly supported the upgrading of the security mechanisms within the European Union.
As you know, Greece has an increased defence spending, above 3% of the GDP. And we have urged all our allies to increase their spending. We have suggested that Europe should also upgrade the defence spending ceiling altogether.
We need to develop collective defence in Europe. And of course, we have suggested that the additional defence expenses should not be subject to spending ceilings, in order to motivate countries to invest on defence.
Security is a broader term. And any guarantees should involve not only potential troops, but also all processes that essentially guarantee that we are not going to have any sort of similar events in the future.
When it comes to Ukraine, I think Europe should have indeed a predominant role. The United States should stand together with Europe, because if we are together, we multiply our forces. And, you know, we – as Europe – can provide a lot of multi-layer guarantees to Ukraine.
Europeans are the neighbors, and we have to take the relevant responsibility. We need the backing of the United States. It is important that the United States remain involved. But of course, Europe should play the major role.
