Statement of Alternate Minister of Foreign Affairs Miltiadis Varvitsiotis following today’s meeting of the EU General Affairs Council (15 July 2020)


We are facing a challenge of historic dimensions. The pandemic crisis and its economic repercussions are an existential test for the EU.

In today’s meeting of the EU General Affairs Council, ahead of the Summit Meeting, I conveyed the message of the Greek Prime Minister and the Greek Government that our response must be strong, direct and flexible.

That is what citizens expect from us. If we do not meet their expectations promptly, Europe’s citizens will not forgive us.

I also highlighted that the European budget and the Recovery Fund have to be treated as a single package.

The current situation requires that we adopt a courageous, ambitious and growth-oriented Multiannual Financial Framework.

With regard to the Development Fund, we believe that the €750 billion is in the right direction, as is the proportion of grants to loans. The Fund mechanism must be flexible so that funds can be disbursed immediately, easily and in a targeted manner, facilitating a speeding economic recovery.

There needs to be a constructive and open-minded spirit, as well as a spirit of compromise on all sides, if the European Council is to reach a final agreement.

Finally, I would like to wish the German Presidency every success. We will work together closely to make our Union stronger. If we want to upgrade the EU’s role on the global stage, our decisions must reflect our common will.
